Resource efficiency clusters are geographic or sector-based concentrations of interconnected companies, specialised suppliers, services providers, and associated institutions which have a focus on how businesses can improve the way in which resources are used. Winning Moves were commissioned by WRAP to examine the activity, outcomes and cost effectiveness of resource efficiency cluster activity. The research was specifically intended to inform the development of a network of resource efficiency clusters led by LEPs, an intention set out in the 2017 Clean Growth Strategy focused upon the government’s commitment to work towards a zero avoidable waste economy by 2050.
The research identified, recruited and conducted a detailed examination of both the activities and impacts of five resource efficiency clusters; explored what LEPs are doing to support resource efficiency; identified and compared different types of resource efficiency clusters and reviewed relevant secondary literature. This final report addressed some of the gaps in understanding about the nature and impacts of resource efficiency cluster activity. It has fed into the Government’s Resources and Waste Strategy and Defra is now reviewing the information as part of a review of the Waste Prevention Programme in England.
