Alicia Bentley BSc PhD
Principal Consultant
Alicia is an experienced research and evaluation consultant with a strong track record in designing and delivering programmes of research and evaluation for central government departments and their agencies. Now a Principal Consultant at Winning Moves, Alicia offers a rare, blended skill set; combining analytical expertise with qualitative research experience, enabling her to design and lead effective, large scale, mixed method studies. Her work is all delivered with an excellent eye for detail; and a drive to ensure methods, analysis and outputs are transparent and defensible. She is highly personable, professional and builds strong, lasting relationships with clients; based on a hands-on approach to project delivery combined with a genuine desire for her work to be valuable and have a positive impact on society.
Amanda Cassidy BA MA
Research & Evaluation Consultant
Amanda is an experienced researcher with a strong track record in designing and delivering research and evaluation for local and central government agencies. Her strong expertise in qualitative research, combined with her extensive practical quantitative research experience, enables Amanda to lead effective qualitative and mixed method studies at Winning Moves. She has particular strengths in analysing and interpreting structured and unstructured evidence from qualitative research to provide depth of insight to clients. Amanda is also skilled at developing methodologies that put participants at ease, including those who are vulnerable, ensuring approaches used are inclusive and capture valid insights. Amanda is a strong communicator and project manager, offering her clients a high level of confidence in delivery plans.

Catherine Field BSc PGCE
Senior Research Executive
Catherine has a 20-year track record of working on social research and evaluation studies for central government departments, other public sector bodies and third sector organisations. Her experience at Winning Moves spans all aspects of applied social research; including defining a research method, sampling, research design and data analysis. Catherine is a highly skilled qualitative researcher, with particular expertise recruiting for, and conducting, depth interviews (face to face and telephone). She is quickly and competently able to build rapport with a range of respondents, including householders, small businesses and public sector organisations. Her strength lies in her ability to engage with respondents on their terms and handle sensitive issues with a light but careful touch, obtaining full and honest answers to probing areas of questioning.
Charlotte Tomlinson BA MSc
Senior Research Executive
Charlotte joined Winning Moves following her undergraduate degree, and an MSc at University of Birmingham, which gave her a good understanding of global climate change and environmental policy, which was a prominent topic across these studies. Whilst fairly new to the Winning Moves team, Charlotte has already worked on an interesting range of projects, including helping to evaluate a range of business support programmes and activities relating to resource efficiency and environmental issues. To date she has particularly contributed to primary and secondary fieldwork, including conducting both semi-structured and quantitative interviews across various projects.
Dea Begaj BA MSc
Senior Research Executive
With a strong academic background in psychological and behavioural sciences, Dea is a skilled researcher with practical experience in both qualitative and quantitative research. She brings a unique and valuable perspective to her work at Winning Moves by applying her expertise in behavioural science, understanding the mental processes that inform behaviour and decision-making in various contexts, to research and evaluation. She has contributed to method and research instrument design, including theory development/logic mapping, analysis and reporting for the evaluation of a range of interventions and programmes.
Debs Secker BSc
Managing Director
Debs is an experienced and effective business manager. Now Managing Director at Winning Moves, following on from her previous role as Chief Operations Officer, Debs oversees strategy and business performance, ensuring high quality, profitable, timely delivery whilst making sure our customers’ needs are fully met. She also ensures that we recruit and retain a culturally committed, accountable, skilled and flexible bunch of people. Prior to working with Winning Moves, Debs was Chief Executive at Databuild, where she led the senior team, directed strategy towards its’ profitable growth and operation, and maintained close financial control. Having worked in the research and evaluation industry since 2002, Debs has also supported clients across a wide range of policy areas through a wide variety of roles from researcher, to consultant and project manager.
Doros Georgiou BSc MSc
Senior Analyst
Doros is the Senior Analyst at Winning Moves, and has performed the lead analyst role on numerous substantial and high-profile research and evaluation projects on behalf of government departments, agencies, regulators and the organisations they fund. Although he has an excellent knowledge of a range of research and evaluation methodologies; Doros’s particular expertise lies in the field of quantitative research, mainly undertaking advanced data analysis which he is well versed in applying to impact and economic evaluations. Despite the technical nature of much of his work, he is able to explain concepts in a clear, accessible and meaningful way. As well as leading his own projects, Doros collaborates closely with the consultants of Winning Moves, advising them on methodological issues and making sure that the research and evaluation is based upon a thorough analytical perspective.
Francisco Crespo BSc MSc PhD
Research Analyst
Francisco joined Winning Moves following a strong multidisciplinary education and experience in commercial and academic research environments. He has experience across all elements of the research and evaluation project lifecycle; developing methodologies, primary and secondary data collection, data analysis and report preparation. Francisco has particularly strong data analysis skills and is comfortable preparing and processing large volumes of both structured and unstructured data for analysis. He has good attention to detail; working with a transparent and systematic approach.
Gabija Mieliauskaitė BA
Senior Research Executive
Gabija is a multiskilled all-around researcher, with a background in designing and running research projects in various fields. Gabija has delivered large scale projects within the role of a field manager for clients such as BEIS, DLUHC and the Welsh Government, ensuring our fieldwork teams most effectively meet our client research objectives. An experienced qualitative and quantitative researcher, Gabija has worked on projects spanning across a range of areas which include sustainability, business support, as well as recycling and waste.
Her skillset also includes increasing participation, research instrument development and delivering quality research through survey, interviews and data analytics.
Holly Scott BSc Hons
Senior Research Executive
Holly’s academic background in psychology has set her up with a strong foundation for research and evaluation. With skills in quantitative and qualitative methods, she has experience across the project life cycle, including interviewing in the field, analysis and reporting, and project management. During her time at Winning Moves, Holly has worked within a variety of policy areas, ranging from education, to international trade and decarbonisation. In addition, Holly has a keen interest in psychological and behavioural mechanisms which she strives to apply in all aspects of work, making her a versatile, all-rounded member of the team.
Jessica Wood BA Hons MSc
Research Executive
Jessica’s strong academic background in Politics and Public Policy, with a specialisation in Education and Internationalisation Policy, provided her with a foundation in both qualitative and quantitative research. While working with Winning Moves she has performed research on a wide range of projects including work for DLUHC, BDUK, BEIS and InterTrade Ireland. Her empathetic nature and optimism is reflected in her research techniques and work ethic, as well as in her role as the Wellbeing Officer at Winning Moves.
John Fawcett BA
Principal Consultant
John is a highly experienced research and evaluation consultant with a formidable track record in designing and delivering programmes of research and evaluation for central government departments and their agencies. John has excellent experience of the full range of research and evaluation methods, designing and leading studies using both traditional and innovative approaches.
He has particular skill in synthesising large volumes of structured and unstructured evidence into a coherent and compelling narrative, and capabilities in disseminating this in reports, presentations, workshops, case studies and infographics. John has extensive expertise in both qualitative interviewing and focus group moderation.

Karl King BSc MScR
Director of Service Development & Improvement
Karl is an experienced researcher, consultant and director, having led more than 100 research and evaluation contracts for central and local government clients in the UK. He has an excellent theoretical understanding of research and evaluation methods, along with vast experience of putting these into practice, enabling him to advise on, design and lead effective studies using both traditional and innovative approaches. Karl works with an uncompromising approach to quality, and strives to ensure methods, analysis and outputs offer maximum value and insight. As a director at Winning Moves, Karl also takes overall responsibility for service improvement, and staff development.

Kate Bulman BSc
Project Coordinator
Kate is Project Co-ordinator at Winning Moves. Clients appreciate her flexible nature and prompt resolutions. She is an integral part of our consulting and software development. Kate has reviewed the quality of many of our software products, providing user support and ensuring a fantastic end user experience. This has given her a firm understanding of technology and an appreciation of what it can do help business productivity and growth.
Kate is also an integral part of the Winning Moves software team, responsibility for testing new pieces of software; it will be up to Kate to try as best as she can to ‘break’ it! Kate thrives on being involved in projects from inception through to completion.
Kieran Hackett BA
Creative Director
Kieran is an accomplished and highly skilled creative graphic designer who has worked in the design industry for over 20 years. He has designed and overseen a multitude of branding and highly innovative creative marketing campaigns for Winning Moves.
Kieran oversees all aspects of design and creative work, applying a broad range of skills to create solutions that delight and engage our clients. His creative designs have been used to promote business support programmes and software products that have engaged thousands of businesses.
Luke Drew
Field Supervisor
After initially working as a telephone researcher, Luke joined the Winning Moves team in January 2022. Coming from a customer service and retail management background, he has extensive experience in effective recruitment and team building that he applies to bringing talented researchers on board. He takes a hands-on approach to field management and motivating researchers to ensure that field work is carried out to the highest levels of quality and compliance, and is delivered on target. He also ensures that researchers find working with Winning Moves to be an enjoyable and rewarding experience.
Luke is also actively involved in ongoing project work, conducting, and recruiting for a range of quantitative and qualitative interviews, and ensuring that the wider R&E team have the tools they need to be effective in their work.
Maddison Smith Prince2
Programme Manager
Maddison is an experienced project manager with a track record of delivering multiple programmes and managing a variety of both public and private sector projects. PRINCE2 qualified and currently working towards a L7 Degree in Senior Leadership in Business and an MBA (2023). With a background working within the SME community, Maddison demonstrates a clear understanding of the challenges they face and can draw on her experience to ensure the project delivers the optimal return for the companies engaged.
A passion for working directly with and supporting business’ where appropriate to guarantee customer satisfaction. Acting as the first point of contact, Maddison exhibits exemplary engagement with all stakeholders and ensures meticulous record keeping. Confident and diligent in her approach, yet friendly and approachable to all.
Mark Modena MSc Prince2
Products Director
Mark is an experienced business consultant, having played a variety of roles in the development of Winning Moves since leaving the world of finance in 1999. As Director of Performance Improvement Services, Mark’s work has included developing and managing numerous best practice, innovation and enterprise development programmes in the UK and overseas, including driving the creation of more than 40 benchmark centres around the world. He also has a passion for working directly with businesses, particularly on strategy development, and has enjoyed engagements with organisations from a broad variety of sectors over the years.
Michelle Hollier BA MPhil
Director of Research and Evaluation
Michelle has more than twenty years’ experience of research and evaluation of government programmes acting as lead consultant on 150+ research and evaluation projects for the English government (both central departments and their agencies), Welsh government, Australian Commonwealth government and regional government and EU funded programmes. Through this experience she has gained vast knowledge of different policy and programme delivery models and the opportunities and practical challenges in researching and evaluating them. As such, she is highly skilled at breaking down complex and wide-ranging requirements into an actionable approach with expertise in managing large, multi-disciplinary teams to work towards a common set of projects aims and outcomes. She is adept at building relationships with clients to really understand their needs and seeks opportunities where research or analysis can add additional insight for clients.
Monika Konrad BA MA
Marketing Manager
Monika is an experienced marketing and communications specialist, who combines creativity and storytelling with data analysis to deliver impactful marketing campaigns. She brings a wide perspective and skillset to projects at Winning Moves, having earned a Master's in Social Research (Social Policy) and served as a journalist and television producer in the US and France. Monika covered federal regulatory agencies, with an emphasis on public health, for ABC News in the US and has won several journalism awards, including 2 Emmys and a Peabody. Monika drives the marketing strategy at Winning Moves, as well as lends her expertise to our project work.
Paul Woodcraft
Research and Evaluation Consultant
Paul joined Winning Moves in 2019, having previously worked as a Researcher at the Solicitor’s Regulation Authority (SRA). He has more than 15 years of experience in designing, managing and reporting on strategically important research and evaluation projects for government departments, local authorities, charitable organisations and regulators. He is highly skilled in survey design and in writing publishable outputs, including evaluation reports, press releases and blogs. Since joining Winning Moves, Paul has worked on projects in a wide variety of topic areas, most recently, sustainable plastics, education and skills, and renewable energy.
Sadia Altaf BA Prince2
Project Manager
Sadia is an experienced project manager with a track record in managing large programmes of research and evaluation for central government departments and their agencies. The projects she manages at Winning Moves often span multiple years and multiple research or evaluation methodologies and require engagement with a range of stakeholders. Sadia demonstrates exemplary client engagement skills; acting as the first point of contact on projects and keeping clients informed of progress and any issues arising. She is calm and assured in her approach, with a professional and friendly manner.
Samina Vohra BA Prince2
Projects Operations Manager
As Project Operations Manager at Winning Moves, Samina is responsible for ensuring all our projects are resourced and being managed effectively by the teams to be delivered to agreed milestones and the overall timetable. As a highly experienced project manager she is proficient at identifying and managing risk and critical path. She has a strong track record of delivering on time and to budget and works on our large, complex or challenging projects for central government with a range of team members and stakeholders, including contracts for DLUHC, BEIS, HMRC and DCMS.
Sarah Gilhooly BA MA PHD
Research & Evaluation Consultant
Sarah has an excellent theoretical understanding in quantitative, qualitative and mixed method social research methods built across her academic career and time at Winning Moves. At Winning Moves she is developing substantial practical delivery experience in social research across all elements of the project lifecycle; developing methodologies, primary and secondary data collection, data analysis and report preparation. Sarah has strong primary data collection skills and is comfortable preparing and administering online surveys, leading teams of quantitative researchers and undertaking in-depth interviews with programme beneficiaries and stakeholders. She works with a calm and assured approach; that doesn’t waiver under challenging timescales.
