Winning Moves is pleased to have been awarded a contract from the West Midlands Combined Authority (WMCA) to deliver a four-year, mixed methods evaluation of the impact of the devolved Adult Education Budget (AEB).
The WMCA would like to evaluate the impact of AEB devolution and associated activities over the first four years of the programme against the ambitions set out in their Regional Skills Plan and identify and measure the value-added from the AEB being administered locally in the West Midlands.
The evaluation also includes an assessment of the AEB funded through the Flexibilities and Innovation Fund, looking to trial new models for delivering adult education.
As AEB will evolve over the coming years, the WMCA is looking to capture insights on a yearly basis with a view to informing next steps, alongside an impact evaluation of what has happened at the end of each year.
We envisage that the evaluation will use a quantitative quasi-experimental design supplemented by qualitative research with learners, training providers and local employers.
